What is a Goods Movement Reference (GMR)?
A Goods Movement Reference is a unique reference number required to move goods through locations using the Goods Vehicle Movement Service. It links all customs declarations for goods in a single vehicle into one reference.
Under GVMS, hauliers must pre-lodge declarations completed for their goods before boarding. The GMR brings together multiple declaration reference numbers (MRN, DUCR, ENS) into a single goods movement reference — speeding up customs clearance and keeping goods moving.
