What is a Goods Movement Reference (GMR)?
A Goods Movement Reference (GMR) is a unique reference number generated through HM Government's Goods Vehicle Movement Service (GVMS). It links all the customs declarations for goods in a single vehicle into one reference, which must be presented at the departure port before boarding.
Who needs a GMR?
Any haulier or carrier moving commercial goods between Great Britain and Northern Ireland, Great Britain and the EU, or from the EU into Great Britain must obtain a GMR. You do not need one for personal goods or commercial goods in your personal baggage.
How do I create a GMR via GVMS?
To create a GMR, you first need to register with the Goods Vehicle Movement Service. Once registered, you sign in to the GVMS portal and enter all required declaration references (MRN, DUCR, ENS as applicable) for your goods movement. What documents do I need before creating a GMR?
The documents required depend on your route. For GB to Northern Ireland, you typically need a TSS ENS email and a TSS SFD email. For GB to EU movements, you need export declaration references (DUCR) and safety & security exit summaries. For EU to GB, you need MRN numbers and entry declaration references. What happens if I don't have a GMR at the port?
Without a valid GMR, you will not be permitted to board the ferry. Non-compliance with GVMS requirements can also result in financial penalties of up to £2,500 per movement. It is essential that your GMR is created and verified before arriving at the port.
Which routes require a GMR?
A GMR is required for: (1) Great Britain to Northern Ireland, (2) Great Britain to the EU, and (3) EU to Great Britain. Some routes also require GMRs for movements to and from Channel Islands ports. Our team can confirm the specific requirements for your route.
How long does it take to create a GMR?
Once all required declaration references are available and correct, a GMR can typically be created within minutes through the GVMS portal. However, gathering and verifying all required declaration references can take longer. We recommend contacting us well before your scheduled departure to allow sufficient time.
