Exporting Goods from Great Britain to the EU
Since the UK left the EU, commercial goods exported from Great Britain to the European Union require proper customs documentation — including a Goods Movement Reference (GMR) for movements through GVMS-enabled ports.
Which Ports Use GVMS?
GVMS is used at major GB ports including Dover, Holyhead, Folkestone (Eurotunnel) and several others. If you're moving goods through a GVMS-enabled port, you will need a GMR.
What You Need for a GB to EU GMR
Export Declaration (DUCR)
You need a completed export declaration with a DUCR (Declaration Unique Consignment Reference). This is submitted through the Customs Declaration Service (CDS) or via a customs agent.
Safety & Security Exit Summary
Depending on the destination and goods, you may need a safety & security exit summary declaration. This generates an additional reference to link in GVMS.
Vehicle/Trailer Registration
The registration of the vehicle and/or trailer must be linked in the GMR.
EORI Number
Your business must have a valid UK EORI number.
Creating the GMR
Once all export declarations are completed and references are available:
- Sign in to GVMS at gov.uk
- Select "Create a GMR"
- Enter vehicle/trailer registration
- Link your DUCR and any safety & security references
- Submit to generate the GMR
- Provide the GMR reference to your driver
Port Procedure
At the GB departure port:
- Present the GMR (either digitally or printed)
- Carrier verifies the GMR is valid
- Board the ferry/train to the EU
Upon arrival in the EU, standard EU import procedures apply.
Common Challenges for GB-EU Exporters
Timing of declarations
Export declarations must be submitted before goods arrive at the port. Late submissions can mean a missing DUCR when the GMR needs to be created.
Multiple consignments
If a trailer carries goods from multiple exporters, each exporter's declarations must be included in the GMR. This can get complex — our specialists handle multi-consignment GMRs regularly.
Temporary Admission (ATA/TIR)
Goods moving under ATA Carnets or TIR Carnets have special GVMS procedures. These can be referenced directly in the GMR.
