What is a Goods Movement Reference (GMR)?
A Goods Movement Reference (GMR) is a unique reference number required to move commercial goods through certain UK border locations using the Goods Vehicle Movement Service (GVMS). It is created by linking together all relevant customs declarations for the goods in a single vehicle into one reference.
The GMR must be presented at the departure port before a carrier or haulier is permitted to board a ferry. Without a valid GMR, vehicles will not be allowed to embark — and non-compliance can result in financial penalties of up to £2,500 per movement.
Why Was the GMR Introduced?
The GMR was introduced as part of the UK's post-Brexit customs arrangements. The Goods Vehicle Movement Service brings together multiple declaration reference numbers into a single goods movement reference, significantly speeding up the clearance of goods through customs.

Which Routes Require a GMR?
A GMR is currently required for the following routes:
- Great Britain → Northern Ireland: Required for all commercial goods movements. Links TSS ENS and SFD declarations.
- Great Britain → European Union: Required for commercial exports. Links DUCR and safety & security exit summaries.
- European Union → Great Britain: Required for commercial imports. Links MRN numbers and entry declaration references.
What Information Does a GMR Contain?
A GMR links several key pieces of information:
- Vehicle or trailer registration number
- Declaration references (MRN, DUCR, ENS as applicable to the route)
- EORI number (Economic Operators Registration and Identification)
- Safety and security declarations
- Route-specific documentation
How Is a GMR Created?
GMRs are created through HM Government's GVMS portal at gov.uk. The process involves:
- Registering with GVMS — your business must first be registered with the Goods Vehicle Movement Service
- Signing in to the GVMS portal
- Entering all required declaration references for your goods movement
- Submitting to generate your GMR reference number
- Presenting the GMR at the port before departure
What Happens at the Port?
When a vehicle arrives at a GVMS-enabled port, the carrier or port operator checks the GMR. If the GMR is valid and all declarations are correctly linked, the vehicle is permitted to board.
Upon arrival at the destination port, the GMR may also be used in the inspection notification service to determine whether customs inspection is required.
